Economics of the Project in general:
1. The material and financial base of all parts and structures of the project consists of:
– income from economic activity (the development of methods and technologies, the production of goods, the provision of services, the cultivation of agricultural products, consulting, educational activity, work within the limits of the divisions and structures as a part of the project)
– donations from organizations and individuals whose reputation and sources of income do not contradict the ideology of the project
– grants and target investments in technology development from organizations whose reputation and sources of income do not contradict the ideology of the project.
2. The distribution of finance and other material resources obtained by divisions of the project is run by the coordinating structures of the relevant divisions as agreed with the main coordination center.
3. The material and financial base of eco-cities also consists of:
– mandatory deductions from the work of any income-generating structures located on the territory of the eco-city (shop, cafe, etc.)
– mandatory deductions of the eco-city residents for general needs
– income from economic activities of the eco-city itself as a project division (ecotourism, leasing of municipal real estate, leasing of land for household and agricultural activities, etc.)
– voluntary donations of organizations and individuals
– grants and special-purpose investments
The eco-city financial system
1.An internal system of mutual settlements between all residents and subdivisions of the city, based on “city money” printed by the city, is used to regulate economic activity within the eco-city.
2. “City money” is a conventional unit of account that isn’t used outside the city, its liquidity and nominal value are provided by the real assets of the city. “City money” is copied and converted on the principles of “free money”, read more here, here and here.
3. The currency of the country of location and / or one of the currencies for international payments is used for calculations and regulation of economic activity of the eco-city with external contractors and other structures and divisions.
4. The budget of the eco-city is formed from the sources listed in the Economics section and target investments of other structures and divisions of the project, as well as target financing of the central coordination structures.
5. The expenditure budget of the city is formed by elected experts among the residents of the city and make it in agreement with the residents through public familiarization and open collection of responses.
6. In case of insufficient local sources of funding for the necessary subsistence, the city budget can be temporarily replenished from the total central budget of the project on terms of a subsequent return.
7. If there are funds in the city budget that have not been used for a long time for local needs, these can be sent, as agreed with the city residents, to other project structures and divisions on terms of a subsequent return.
8. The expenditure budget of the eco-city consists of the following articles in order of priority:
– maintenance and development of subsistence systems (heat, water, energy supply and draining, disposal of solid waste) for public buildings and urban infrastructure elements
– remuneration of employees of municipal structures
– medical service
– social assistance
– schooling
– development and improvement of public territory
– repair and construction of public buildings
– development and support of the municipal economics, insurance fund, research fund
– adult education
9. In the event of a city budget gap extending more than 3 months, the local budget is taken under the total control of the central coordination structures.
